Born in Aginskoje (Russia).
Studied pedagogy of dance and choreography at the Eastern Siberian University of Culture.
At the same time he worked as ballet dancer in the State Theatre in Ulan Ude with duty at the state ballet school. Then he studied pedagogy of ballet and ballet direction at the Russian University of Theatre Arts (GITIS). He then choreographed ballet performances in Perm, Ulan Ude and Moscow.
In 1990 Vladimir became the youngest ballet director and chief choreograph at the Odessa State Opera. As a choreographer, he participated on dance and ballet productions as well as on film, television and theatre projects.
Since 1994 he lives in Germany and works as ballet master, choreographer and dance pedagogue.
From 1999 to 2008 he worked together with his wife as an artistic director of the Esslingen Central Theatre and artistic director of the Tanzcompany Centraltheater.
From 2002 to 2004 he cooperated as a ballet master with the Phantom of the Opera production in Apollo Theatre in Stuttgart.
Since 2002 he is docent of dance in the Theatre Academy in Stuttgart.
In 2001 he established his own school, Ballet School Khinganskiy in Esslingen. In 2008 also established dance company, Tanz-Theater Company Khinganskiy.
